LAYERED BAKED FLOUNDER 
2/3 c. non-fat dry milk powder, divided
1/2 c. skim milk
1/3 c. + 2 tsp. plain dried bread crumbs
1/2 tsp. salt
Dash of pepper
1/4 tsp. chopped parsley
1/2 c. shredded carrot
12 oz. flounder fillets
3/4 c. diced celery

Preheat oven to 350 degrees.

Combine milk and 1/3 cup milk powder - set aside.

Combine remaining milk powder with crumbs and seasonings - set aside.

Arrange shredded carrot over bottom of small casserole, top with 1/3 of the fillets. Sprinkle with 1/4 celery; 1/3 crumb mixture. Repeat layers 2 more times.

Slowly pour milk mixture over all.

Bake approximately 40 minutes or until milk bubbles around edges.

Makes 2 servings - 325 calories per serving.
