Mix together:

1 c. sugar
2 tsp. baking powder
1 tsp. baking soda
5 c. flour

Mix:

2 tsp. vanilla
1 c. butter
2 eggs
1 c. sour cream

Mix dry ingredients. Make well pour wet ingredients. Mix together with fork. Let sit 2 hours. Then drop by teaspoon on cookie sheet.
