Combine:

1 cup peanut butter
1 cup brown sugar
1 cup granulated sugar
1 tsp. salt
1/4 cup milk
2 tsp. vanilla

Stir in:

2 tsp. baking soda
3 1/2 cups sifted flour
Powdered sugar (to roll in)
1 (11 oz.) pkg. chocolate Kisses

Sift flour, soda, salt; work into dough.

Shape in 1-inch balls and roll in sugar. Place on ungreased cookie sheet at 375 degrees for 8 minutes.

Remove from oven, place Kisses on top and bake an additional 3 minutes.
