TOMATO PEPPER BEEF 
1 lb. lean ground beef
3/4 c. oatmeal
3/4 tsp. garlic powder
3/4 tsp. pepper
1/2 tsp. salt
2 (14 1/2 oz.) cans no salt added stewed tomatoes
2 c. coarsely chopped onion
1/4 c. water
2 tbsp. soy sauce
5 tsp. cornstarch
5 tsp. sugar
2 c. coarsely chopped bell peppers

Combine first 5 ingredients. Mix well. Shape into 3/4 inch balls. Combine meatballs and remaining ingredients except bell peppers. Heat oven medium low heat until boiling; reduce heat. Cook 15 minutes, stirring occasionally. Add bell peppers; cook an additional 10 minutes or until meatballs are no longer pink. Serve over rice.
