BLACK BOTTOM CUPCAKES 
1 1/2 c. flour
1 c. sugar
1 tsp. baking soda
1/4 c. cocoa
1/2 tsp. salt
1 c. water
1 tbsp. vinegar
1 tsp. vanilla
1/3 c. oil

TOPPING:

1 (8 oz.) pkg. cream cheese
1 egg, beaten
1/3 c. sugar
1/8 tsp. salt
1 1/2 to 2 c. semi-sweet chocolate chips

Sift together all the dry ingredients. Add water, vinegar, vanilla and oil; mix well. Line cupcake tins with paper baking cups. Fill 1/3 full. Combine cream cheese, egg, sugar and salt; beat well. Stir in chocolate chips. Top each with spoonful of cream cheese mixture. Bake at 350 degrees for 25 to 35 minutes. Do not over bake.
