BASIC CHILI 
2 lb. lean ground beef
1 c. chopped onion
2 garlic cloves, crushed
1 tsp. oregano
1 tbsp. ground cumin
1 tsp. salt
2 (15 oz.) cans tomatoes
1 (15 oz.) can tomato sauce
3 tbsp. chili powder
3 tbsp. plain flour
3 tbsp. water
1 can kidney beans (optional)
Cayenne pepper, to taste

In a 4-5 quart Dutch oven, brown beef. Add onions and garlic. Cook until onions are transparent. Add herbs, salt, tomatoes, tomato sauce, and chili powder. Simmer about 1 hour, stirring occasionally. Blend flour and water to mixture. Stir well and cook 20 minutes.

We found that 3 tablespoons of chili powder makes the chili very hot (two alarm fire!) Perhaps our powder is more concentrated and hot than what is typically available. We found that one teaspoon gives a more tolerable level of heat.
Everything else about the recipe is good.
