3 c. flour
2 c. sugar
1/2 c. cocoa
2 c. cold water
2 tsp. baking soda
1 c. vegetable oil
2 tbsp. vinegar
1 tsp. vanilla
1/2 tsp. salt

Stir together first 5 ingredients until smooth. Add the rest of the ingredients and beat well by hand or electric mixer. Pour into greased 9 x 13 inch pan and bake at 350 degrees for 30 to 35 minutes.
