TOMATO PEPPER BEEF 
1 lb. ground beef
3/4 c. oats
3/4 tsp. garlic powder
1/4 tsp. pepper
1/2 tsp. salt
1/2 c. water
2 (14 1/2 oz.) cans stewed tomatoes
1 c. onions, sliced thin
1/4 c. water
2 tbsp. soy sauce
5 tsp. cornstarch
5 tsp. sugar
1 1/2 c. pepper, cut in strips
1 c. celery, sliced thin

Combine first 6 ingredients, mix well. Shape into 1/2" balls, brown, drain fat. Saute onion and celery, add tomatoes, soy sauce and sugar. Simmer 15 minutes, add meatballs and green pepper and cook 10 minutes. Mix cornstarch and water, add to tomato mixture. Cook until thickened. Serve over rice.
