1 2/3 c. flour
1 c. brown sugar
1/4 c. cocoa
1 tsp. baking soda
1/2 c. chocolate chips
1/2 tsp. salt
1 c. water
1/3 c. oil
1 tsp. vinegar
1/2 tsp. vanilla

Mix dry ingredients in an ungreased 8 x 8 inch pan. Stir in wet ingredients completely. Sprinkle chips on top and bake 35-40 minutes until toothpick comes out clean.
