SCRATCH BAKING POWDER BISCUITS 
2 c. cake flour or 1 3/4 c. all-purpose flour
1 tsp. salt
4 tsp. baking powder

FOR SHORTCAKE:

1/4 c. sugar (see below)
6 tbsp. butter
2/3 c. milk

Sift dry ingredients 3 times. Cut chilled shortening into flour mixture. Add milk. Knead dough 1/2 minute. Place on lightly floured board and roll out.

NOTE: I use same recipe for shortcake, but add 1/4 cup sugar.
