CHILI ON RICE 
1 lb. lean ground beef
1 3/4 c. red kidney beans
1 3/4 c. tomato sauce (15 oz. can)
2/3 c. tomato paste (6 oz. can)
1/4 c. chopped green pepper
1/2 c. chopped onion
Garlic
Salt and pepper to taste
Chili powder to taste
1 c. chopped chives
Sour cream
2 c. white rice, cooked

Begin to cook rice, let simmer until done; set aside, covered. Saute beef with onions and peppers, drain grease, if any. Add tomato sauce and paste. Add salt, pepper, garlic and chili powder, simmer. Add kidney beans and simmer.

When finished, place small amount of cooked white rice on dish. Top with chili, then place small amount of sour cream in center. Sprinkle with chopped chives and sprinkle chili powder. It looks and tastes great.
