MEATBALLS AND BISCUITS 
1 1/2 lb. hamburger
1/2 c. dry bread crumbs
1/8 tsp. pepper
1/2 tsp. salt
1/2 c. milk
2 tbsp. chopped onions
2 tbsp. chopped green pepper

Mix well. Shape into small meatballs. Brown. Cover and cook for 20 minutes.

1 can cream of mushroom soup
1 can cream of celery soup
3/4 c. milk
1/2 c. water

Combine soups, milk, water. Heat until steaming. Pour over meatballs in casserole dish. Top with biscuits below.

BISCUITS:

1 1/3 c. flour
3 tsp. baking powder
1/2 tsp. chili powder
1/4 tsp. salt

1/3 c. shortening until particles are fine

1 egg with 1/3 c. milk

Stir until dough clings together. Knead on floured surface slightly. Roll out to a 12 inch square. Sprinkle 1 1/2 cups shredded cheese and 1 tablespoon dried parsley. Roll up and cut into slices. Place on tip of meatball mixture. Bake at 400 degrees for 20 to 25 minutes.
