3 c. flour
2 c. sugar
2 tsp. baking soda
1 tsp. salt
1/2 c. cocoa
3/4 c. oil
1 tsp. vanilla
2 tbsp. vinegar
2 c. warm water

Beat flour, sugar, soda, salt, and cocoa until mixed. Add oil, vanilla, vinegar, and pour 2 cups warm water over all. Beat until smooth. Pour into ungreased 9 x 13 inch pan. Bake at 350 degrees for 35 to 40 minutes.

FROSTING:

1 1/2 c. sugar
6 tbsp. butter
6 tbsp. milk

Bring to a boil and boil for 30 seconds. Add 1/2 cup chocolate chips. Beat until smooth. Frost.
