1 c. All purpose flour
1/2 tsp. baking powder
1/4 tsp. salt
5 tbsp. water
3 tbsp. oil
1/2 c. milk

Mix flour, baking powder and salt in a bowl. Mix together the water, oil and milk. Slowly add to the flour mixture. Coat and fry vegetables in hot oil.
