1 1/2 c. flour
1 c. sugar
2 tbsp. cocoa
1 tsp. baking soda
1/2 tsp. salt
1/3 c. cooking oil
1 tsp. vanilla
1 tbsp. vinegar
1 c. cold water

Sift dry ingredients into pan you are going to bake in (for a 9 x 13 inch pan, double recipe; this recipe makes amount for 9 x 9 inch pan). Make 3 holes with back of spoon. Put oil in one, vinegar in another, vanilla in the third. Then pour the cup cold water over the whole pan and stir with fork until blended. Bake 25 to 30 minutes at 350 degrees.

FROSTING:

6 tbsp. butter
1 1/2 c. sugar
6 tbsp. milk
1/2 c. chocolate chips
Pinch salt
1/2 tsp. vanilla

Boil butter, sugar and milk 2 minutes and add remaining ingredients.
