CABBAGE CASSEROLE 
1 med. head of cabbage
1 can tomato soup
1 can water
1 lb. ground meat
1/2 c. chopped onion
1/3 c. chopped bell pepper
1/2 c. uncooked rice
1 c. grated cheese

Cook onion and pepper until brown in skillet, add meat and brown. Add salt and black pepper to taste in long baking dish. Chop cabbage. When meat mixture is brown, add rice and stir well. Pour meat mixture evenly over cabbage. Mix tomato soup with 1 can water and add to cabbage. Cover with foil. Bake 1 hour at 350 degrees. Top with cheese and let it melt before serving.
