ARROZ CON LECKE 
1 c. long grain white rice
3 c. water
1 (3") stick cinnamon
1 tbsp. very fine julienne strips of lime or orange peel (optional)
Pinch of salt
4 c. milk
1 1/2 c. sugar or to taste
1/3 c. raisins
1 tsp. vanilla extract
Ground cinnamon, for garnish (optional)

Place the rice in a large saucepan with the water, cinnamon, lime peel and salt. Bring to a boil, lower the heat and cook, covered, until most of the water has been absorbed. Stir in the milk and sugar; cook, stirring constantly, over low heat until the mixture thickens. Add raisins and vanilla and cook for 2 minutes. Transfer to a platter and refrigerate. Sprinkle lightly with cinnamon before serving. Serves 6.
