WHOLE WHEAT SUGAR COOKIES 
1 c. sugar
1 tsp. baking powder
1/2 tsp. salt
1/2 tsp. baking soda
1/2 tsp. nutmeg
2 tbsp. milk
1 tsp. vanilla
1/2 c. butter, softened
1 tbsp. grated lemon or orange peel
1 egg
2 c. whole wheat flour
2 tbsp. sugar
1/2 tsp. cinnamon

Heat oven to 375 degrees. Combine first 10 ingredients in large bowl; blend well. Lightly spoon flour into measuring cup; level off. Stir in flour. Shape into 1-inch balls. Place on ungreased cookie sheets, 2 inches apart, flatten slightly. Combine sugar and cinnamon, sprinkle over cookies. Bake 8 to 10 minutes until light golden brown. (Cookies will be soft in center.)
