MELTING MOMENTS 
1 c. butter, softened
1/3 c. sifted powdered sugar
1 1/4 c. all purpose flour
1/2 c. cornstarch
Lemon frosting

Cream butter; add sugar and beat well. Gradually add flour and cornstarch, beating until smooth. Drop mixture by level teaspoonfuls onto ungreased cookie sheets. Bake at 350 degrees for 10 to 12 minutes. Cookies do not brown on top. Cool slightly on cookie sheets; remove cookies to wire rack to cool completely. Frost with lemon frosting.

LEMON FROSTING:

1/4 c. butter, softened
1 1/2 c. sifted powdered sugar
2 tbsp. lemon juice
1 tbsp. grated lemon rind

Cream butter; gradually add powdered sugar and lemon juice, beating until smooth. Stir in lemon rind. Yield: 2 cups.

This is the recipe I was looking for! Very good! I actually replaced the lemon juice/rind with milk and a dash of alomond extract, then split the batch of frosting to put green and red food coloring in them for a festive Christmas cookie!
