CHOCOLATE - CARAMEL CRUNCH BARS 
1 (14 oz.) pkg. caramels
1/3 c. water
2 c. flour
2 c. quick oats
1 c. packed brown sugar
1 c. butter
1/2 tsp. baking soda
1/4 tsp. salt
1 (6 oz.) pkg. semi-sweet chocolate chips

Heat caramels and water over low heat, until caramels are melted and smooth.

Heat oven to 350 degrees; mix flour, oats, brown sugar, butter, baking soda and salt. Reserve 1 cup for topping and press remaining mixture into ungreased 13 x 9 pan. Bake 10 minutes.

Sprinkle baked layer with chocolate chips; drizzle with caramel mixture. Sprinkle with reserved crumbly mixture and bake until light brown; 15 minutes.

Cut into 2 x 1 inch square. Makes 4 dozen.
