"HAZEL" MEAT CASSEROLE 
1 lb. hamburger
1 lg. onion, chopped
1 bell pepper, chopped
1 tsp. salt
1 can tomato soup
1 can cream of mushroom soup
1 can water
1 c. rice
Velveeta cheese

Brown hamburger, then add onion, bell pepper and salt. Put lid on and simmer for about 10 minutes. Then add soups and water; cover and simmer 10 minutes more. Cook rice according to package directions in separate pan and pour into casserole when tender. Cover with meat mixture. Slice Velveeta over this and brown in oven.
