NEVER FAIL FLUFFY BISCUITS 
2 c. flour
4 tsp. baking powder
2 tsp. sugar
1/2 tsp. salt
1/4 tsp. cream of tartar
1/2 c. shortening
2/3 c. milk

Cut shortening into flour mixture until it looks like cornmeal. Add milk and stir. Turn onto floured board; knead for 30 seconds. roll out 1/2 inch thick. Cut with two-inch cutter. Place on ungreased baking sheet. Bake in 450 degree oven for 12-15 minutes.
