1 lb. ground beef
Onion
Green pepper
Tomato sauce
Parmesan cheese
1/2 tsp. oregano
1/2 c. water
1 env. spaghetti sauce mix
Mozzarella cheese

BATTER:

1 c. milk
1 tbsp. oil
2 eggs
1 c. flour
1/2 tsp. salt

Put browned hamburger in large 9x13 cake pan. Mix together all top ingredients except cheese in a bowl. Pour mixture over meat. Layer Mozzarella cheese on top.

Mix batter and pour on top of cheese. Sprinkle with Parmesan. Bake 45 minutes at 400 degrees. Serve immediately.
