SHOOFLY CUPCAKES 
2 1/2 c. flour
1/2 c. butter
1 1/2 c. light brown sugar
1 tsp. baking powder
1/2 tsp. salt
1 c. light brown sugar
1 tsp. baking soda
1 1/2 c. boiling water

Mix first 5 ingredients to make crumbs. Reserve 1 cup for later use. Add last 3 ingredients and mix. Batter will be thin. Fill cupcake paper cups 1/2 full with batter and cover with crumbs. Bake for 25 to 30 minutes at 350 degrees.
