BEST - EVER COLE SLAW 
1/2 c. evaporated milk
1/8 tsp. pepper
1/4 c. vinegar
1/4 c. sugar
1/4 tsp. salt
4 c. shredded cabbage

Stir sugar, salt, and pepper in evaporated milk. Let stand 5 minutes. Stir to dissolve sugar. Stir vinegar in gradually to keep smooth. Mix with cabbage until well coated. Then chill until ready.
