3 c. flour
2 c. sugar
1/2 c. cocoa
1 tsp. salt
2 tsp. baking soda
2/3 c. oil
2 c. water
2 tbsp. vinegar
2 tsp. vanilla

FILLING:

1 lg. pkg. cream cheese
1 egg
1/3 c. sugar
1/4 tsp. salt
6 oz. pkg. chocolate chips

Mix together first five ingredients. Add next four ingredients. Fill cupcake papers 2/3 full of the above mixture. Mix together until fluffy the filling. Add chocolate chips to filling mixture. Drop one heaping teaspoonful of cream cheese chocolate chip mixture into each cupcake. Bake for 25 minutes at 350 degrees. Frost when cool, if desired.
