BAKED MACARONI AND CHEESE 
1 1/2 c. grated Velveeta
2 tbsp. butter
6 level tbsp. flour
Dash pepper
2 c. water
2 c. milk
2 c. short cut elbow macaroni
1/2 tsp. salt

Grate cheese and melt butter. Blend in salt, pepper and flour. Cook over low heat. Stir until smooth and bubbly. Mix 2 cups milk with 2 cups water. Heat in another pan to scalding, don't boil.

Add 1 cup unheated milk and water to flour mixture. Stir until smooth. Add scalded liquid. Bring to boil.

Cook 2 cups macaroni, 10 to 15 minutes. Add white sauce. Sprinkle cheese over top in baking dish. Bake uncovered 350 degrees for 40 minutes.
