3 1/2 c. flour
2 tsp. baking soda
1/2 tsp. salt
1 c. sugar
1 c. packed light brown sugar
1 c. butter
2 eggs
2 tbsp. milk
2 tsp. vanilla
1 lg. bag Hershey kisses

Combine all dry ingredients except kisses. Mix and add remaining ingredients; mix well. Shape dough into balls using rounded spoon. Roll balls into sugar; place on ungreased cookie sheet. Cook 10-12 minutes at 350 degrees. Remove from sheet and slightly press kiss on top.
