ENCHILADA 
12 cornmeal tortilla shells
3 tbsp. flour
4 tsp. chili powder
3 tbsp. oil
2 c. water
1 lb. ground beef
1/2 c. chopped onions
1 tsp. salt
1/4 tsp. pepper
1/2 tsp. garlic salt
1 lb. grated cheddar cheese

Brown flour and chili powder in oil. Stir in water gradually. Simmer 30 minutes. Brown ground beef and onion, season with salt, pepper and garlic salt. Dip tortilla in mixture until softened. Fill center with ground beef mixture and sprinkle with cheese and fold. Place in baking dish, sprinkle rest of cheese on top, pour chili mixture over that and bake. Bake at 350 degrees until cheese is melted.
