SHEPHERD PIE 
2 tbsp. cooking oil
1 c. water
2 lbs. ground beef
1 tbsp. flour
1 med. onion
Instant mashed potato

Brown ground beef, drain off excess oil, add onions and bell pepper. Remove from heat. Brown flour and 2 tablespoons cooking oil, combine meat and seasoning, add 1 cup water, bring to a boil. Lower heat, simmer 30 minutes. Prepare instant potato, place meat mixture in 9" baking pan. Place mashed potato on top. Garnish heavily with Parmesan cheese and sprinkle parsley flakes. Bake at 400 degrees until light brown.
