SPICY TOMATO DUMPLINGS 
2 cans (16 oz. each) stewed tomatoes
1/4 c. green pepper, chopped
1/4 c. onion, chopped
1/2 tsp. basil
2 c. water or 2 c. chicken broth
1 1/2 c. flour
Enough water to mix well

In a large saucepan, combine tomatoes, pepper, onion and water, bring to boil. Add basil and simmer 25 minutes. Mix flour and enough water to make soft dough. Add to pot and simmer until dough is cooked, stir well. Serve hot. Serves 4 to 6.

I love the sound of this recipe (sounds delicious) - except for what you are calling dough. Never heard of just flour & water creating a dough. Its basically - an old time school paste.
