WATERGATE CAKE FROSTING 
1 1/4 c. milk
1 (9 oz.) container Cool Whip
1 box pistachio pudding mix

Mix milk and pudding together until thick, then add Cool Whip and blend until smooth. Spread on cake after cake is completely cool. If cake is not to be served immediately, wait until time to serve.
