PEPPER STEAK 
2 to 3 lbs. lean round steak, cut into sm. bite-size pieces
1/4 c. oil
1 tsp. salt
1/2 tsp. black pepper
1/2 c. onions
3 garlic buttons
4 lg. green peppers
1 c. celery
1 c. beef bouillon
2 tbsp. flour
1/4 c. water
4 tbsp. soy sauce

Season meat and brown in small amount of oil with onion, garlic, green pepper and celery. Dissolve bouillon in 1 cup water and add to meat. Make paste with flour and 1/4 cup water and add to meat to thicken. Add soy sauce. Simmer until meat is tender. Serve over rice.
