2 potatoes, sliced thin
1/2 c. uncooked rice
1/4 c. diced celery
1/4 c. diced bell pepper
1 lb. ground beef
1 can kidney beans and juice
1 c. tomato juice
1 tsp. salt
1 tsp. black pepper

Layer ingredients in order listed, salt, and pepper the meat layer. Put in greased casserole. Bake 1 hour at 350 degrees.
