BEEF AND POTATO BAKE 
4 c. frozen hash browns, thawed
3 tbsp. oil
1/8 tsp. pepper
1 lb. hamburger
1 pkg. brown gravy mix
1 (2.8 oz.) can French fried onions
1 c. water
1/2 tsp. garlic salt
1 (10 oz.) pkg. frozen mixed vegetables
1 c. cheese, shredded

Combine potatoes, oil and pepper. Firmly press mixture across bottom and up sides to form a shell. Bake, uncovered, at 400 degrees for 15 minutes. Meanwhile, brown beef; drain. Stir in gravy mix, water and garlic. Bring to a boil, add vegetables, reduce heat to medium and cook 5 minutes. Stir in 1/2 cup cheese and 1/2 can onions. Place in potato shell. Bake, uncovered, at 350 degrees for 15 minutes. Place remaining cheese and onions on top. Bake 5 minutes longer.
