3 c. flour
2 c. sugar
1/2 c. cocoa
2 tsp. salt
2 eggs
2 c. cold water
2/3 c. oil
2 tbsp. vinegar
2 tsp. vanilla

Mix all ingredients together.

Fill baking cups 1/3 full only.

Top each with the following:

16 oz. cream cheese
2/3 c. sugar
2 eggs
12 oz. chocolate chips

Mix cream cheese, sugar and eggs. Then add chocolate chips. Drop this into center of each cupcake.

Mix:

1/2 c. chopped nuts
4 tbsp. sugar

Sprinkle this evenly on cupcakes. Bake at 350 degrees for 20 minutes. Makes about 40 cupcakes.
