MULLIGAN STEW 
1 lb. hamburger
2 c. tomatoes
1/2 c. rice
1 med. onion, diced
4 carrots, sliced
3 c. potatoes, sliced or diced
1/2 c. water
1 tsp. salt
Pepper to taste

Brown the hamburger, combine it with the remaining ingredients in a casserole and bake at 350 degrees for 1 1/2 to 2 hours. Stir a few times while baking.

Makes 6 to 8 servings.
