CHIPPER BARS 
2 c. oatmeal
1 c. flour
1 c. brown sugar
3/4 c. butter
1/2 tsp. baking powder
1/2 tsp. salt
14 oz. can Eagle Brand milk
1/3 c. peanut butter
1/2 c. mini-chips

Mix oatmeal, flour, sugar, butter, baking powder and salt until crumbly. Can use mixer. Reserve 1 1/2 cup crumbs. Press remaining crumbs in greased 9 x 13 pan. Mix milk and peanut butter. Pour over crust. Sprinkle with chips. Pat remaining crumbs gently into filling. Bake for 25 to 30 minutes at 325 to 350 degrees. Cool.
