VEGETABLE SHEPHERD'S PIE 
2 c. mashed potatoes
1 onion, chopped
2 tbsp. no cholesterol oil
1 lb. broccoli, cut into flowerets and stems
1 green pepper, chopped
4 med. carrots, chopped
1/4 c. tomato paste
1/2 c. water
1/2 tsp. basil
1 tsp. salt (optional)
1 c. shredded skim milk Swiss cheese
1 bay leaf
Paprika

Preheat oven to 350 degrees. Saute onion in oil; add broccoli, pepper, carrots, basil and bay leaf. Stir well and add tomato paste and water; bring to boil. Cover and simmer on low 15 minutes or until vegetables are tender. Add salt. Put vegetables and cooking liquid in 9x13 inch baking dish. Top with mashed potatoes, then cheese. Sprinkle with paprika to color. Bake 10-15 minutes or until potatoes are heated through. Serves 4-6.
