CABBAGE ROLLS 
1 head cabbage
1 chopped onion
1 chopped green pepper
1 lb. hamburger meat
1 1/2 c. quick rice
1 c. hot water
3 (8 oz.) cans tomato sauce
Salt and pepper
1/4 tsp. chili powder

Core cabbage and drop into boiling salt water. Peel off leaves as they loosen. Brown meat, adding onions, pepper and rice jut long enough to saute before meat is done. Add water and 1 can of tomato sauce and seasonings Simmer 5 minutes or until juices are gone. Spoon onto cabbage leaves at core end. Roll tightly and put into heavy sauce pan. Pour 2 cans of tomato sauce over, cover and simmer about 45 minutes.
