"CINCINNATI" CHILI 
1 1/2 qts. water
16 oz. can tomato paste
1 1/2 tbsp. vinegar
2 lbs. ground beef
1 tsp. cinnamon
1 tbsp. allspice
1 tsp. cumin
5 bay leaves
1 clove garlic
1 tbsp. salt
1 tbsp. black pepper
1 tbsp. red pepper
2 tbsp. chili powder
2 lg. onions, chopped

Mix all ingredients except bay leaves and garlic; simmer 3 hours. Then add bay leaves and garlic.

Serve on hot dogs sprinkled with shredded cheddar cheese for delicious cheese Coneys, or serve over spaghetti smothered with shredded cheddar cheese (with chopped onions on the side) for a great "Three Way".
