CINCINNATI "HOT" CHILI 
2 pkg. franks chili powder (green pkg.)
2 lb. ground beef
1 toe garlic, chopped
1 1/2 tsp. vinegar
1 (6 oz.) can tomato paste
1 qt. water
2 tsp. cumin
2 tsp. pepper
2 tsp. cinnamon
2 tsp. salt
5 bay leaves
2 tsp. ground allspice
1/2 tsp. crushed red peppers

In skillet brown meat, onion and garlic. Drain off excess fat. Combine all spices, water, vinegar and tomato paste in a 4 1/2 quart pot. Add ground beef mixture. Cook at a simmer for at least 3 hours. Great for coneys and spaghetti!
