Mix pie filling and cinnamon together; set aside. Mix 3 cups flour, 1 cup sugar, 1 1/2 cups milk, 1/2 cup butter, 3 teaspoons baking powder, 1 teaspoon salt, 3 eggs. Pour half of batter in pan. Spoon half of pie filling over batter. Repeat with batter and pie filling. Mix together 1/4 cup packed brown sugar, 1/4 cup chopped nuts. Sprinkle sugar and nuts over pie filling. Drizzle 2 tablespoons melted butter over top. Bake in 9 x 13 inch pan at 350 degrees for 45 to 50 minutes. Glaze when cool with 3/4 cup XXX sugar, 1 tablespoon butter, and 3/4 teaspoon vanilla.
