PIZZA PUFF CASSEROLE 
1 1/2 lbs. ground beef
1 (15 oz.) can tomato sauce
1 c. chopped onion
1 c. chopped green pepper
1/2 c. water
1 (1 1/2 oz.) pkg. spaghetti sauce mix
1 tsp. dried oregano, crushed
1 clove garlic, minced
1 c. milk
1/4 c. melted butter
1 tbsp. cooking oil
2 eggs
1 c. flour
8 oz. shredded Mozzarella cheese
1/2 c. grated Parmesan cheese

In skillet brown the ground beef until brown. Drain off fat. Stir in tomato sauce, chopped onion, green pepper, water, spaghetti sauce mix, oregano, minced garlic. Bring to a boil. Reduce heat and simmer the mixture, covered, for 10 minutes.

Meanwhile, in a small mixing bowl, beat the milk, melted butter, oil and eggs for 1 minute. Add the flour and beat for 2 minutes more. Turn the meat mixture into a 9"x13" baking dish; sprinkle with Mozzarella cheese. Top with the flour mixture. Sprinkle with Parmesan. Bake at 400 degrees for about 30 minutes or until puffed and golden brown. Let stand 10 minutes before eating.
