TURTLE BAR 
2 c. flour
1 c. brown sugar
1/2 c. butter
4 tbsp. milk
1 pkg. pecans
1 bag caramels
1 bag chocolate chips

Mix flour, brown sugar and butter. Pat in 9 x 13 pan. Cover with pecans. Melt caramels and pour over pecans. Drizzle milk over caramel and bake 18 to 20 minutes at 350 degrees. While hot, sprinkle chocolate chips over top. Spread evenly when melted and cut into bars.
