SALISBURY STEAK 
2 lb. ground beef
1 1/2 c. oats, uncooked
1/2 c. dry milk
2 eggs
1/2 tsp. salt
1/2 tsp. pepper
1/2 tsp. chili powder
1 tbsp. dry mustard
1/2 c. water
1/3 c. chopped celery
Green pepper or onion
2 tbsp. flour

Mix together the first 9 ingredients. Shape into 10 to 15 patties. In a large skillet heat about 2 tablespoons of shortening. Put in patties and brown on both sides. Cover patties with the celery, green pepper or onion. Mix flour in 1/4 cup water, then add 2 more cups of water. Pour over meat to make a gravy. Cover and cook slowly for 30 minutes.
