1 c. chopped onions
1/2 c. oil
1 c. chopped celery
1 c. chopped bell pepper
1 clove garlic
1 tsp. Worcestershire sauce
1/2 can tomato paste
1 tbsp. flour
Onion tops and parsley

Mix together and pour over fish that is ready to bake.
