TINY CHOCOLATE CUPCAKES 
3 c. flour
1/2 c. cocoa
1 tsp. salt
1 tsp. baking powder
1 c. oil
2 c. sugar
2 tbsp. vinegar
2 c. water
2 tsp. vanilla

Mix together. Fill tassie pans 1/2 full. Make filling and place 1/2 teaspoon filling in center of chocolate mixture.

FILLING:

1 (8 oz.) cream cheese
1/2 c. sugar
1 egg
1/2 tsp. salt

Add 12 ounce package chocolate chips on filling, a few chips on each. Bake 350 degrees, 18-20 minutes.
