BEEF `N POTATO CASSEROLE 
4 c. frozen potato tots
1 lb. ground beef
10 oz. pkg. thawed, drained chopped broccoli
1 can French fried onions
1 can cream of celery soup
1/3 c. milk
1 c. shredded Cheddar
1/4 tsp. garlic powder

1. Place potatoes on bottom and up sides of large casserole dish. Bake uncovered at 400 degrees for 10 minutes.

2. Brown beef; drain.

3. Mix beef, broccoli, soup, milk and garlic powder and 1/2 cup cheese. Pour into potato "crust", cover. Bake at 400 degrees for 20 minutes.

4. Top with 1/2 cup cheese and the onions. Bake uncovered 5 minutes.
