RAISIN BARS 
2 c. raisins
1 can condensed milk
1 tbsp. grated lemon peel
1 tbsp. lemon juice
1 c. butter
1 1/3 c. brown sugar
1 1/2 tsp. vanilla
2 1/2 c. Quaker Oats
1 c. flour
1 1/2 c. walnuts
1/2 tsp. baking powder
1/4 tsp. salt

Preheat oven to 375 degrees. Grease 13"x9" baking pan. Combine first 4 ingredients in medium saucepan. Cook over medium heat, stirring constantly, until mixture bubbles; set aside.

Beat butter, sugar, and vanilla until fluffy. Add remaining ingredients. Mix until crumbly. Reserve 2 cups. Press remaining mixture into bottom of prepared pan. Spread raisin mixture to within 1/2" of edge. Sprinkle with remaining mixture. Bake 25 to 30 minutes to golden brown. Cool. Cut into 1"x2" bars.
